Bound answer

A no that holds

A question that cannot stop a write is a museum label. The cheap one is “is this agent safe?” The bound one is yes or no, on the hop, with a receipt a stranger can open.

Narrow

Yes or no. LIVE or DEAD at the write. Not a score. Not “mostly safe.”

Enforced

DEAD cannot act. A dashboard warning is still a question. Timeout is halt, never LIVE.

Provable

A stranger opens the receipt. No login. No trust-me PDF.

The stack

question → four states → hop that fails closed → verify
   ↓
If the no is not on the write path, it does not hold.
DEAD hop + bind-and-issue still firing = a no that leaked.

Live — no key

Public drill fuse. Look for bound_answer.holds.

On their write path

PolicyCenter: hop first. DEAD → raise Manual UW issue. Do not call bind-and-issue. UW approve is not CHARGE.
