The bound answer

Narrow — yes or no, not a score
Enforced — DEAD cannot act; timeout is halt, never LIVE
Provable — a stranger opens the receipt with no login

A DEAD hop that still lets bind-and-issue fire is a no that leaked.

What we prove

Signed public fuse existence at hop time
Fail-closed behavior when fuse is DEAD
Hash-chained receipts strangers can verify
Metered access — no infinite free labor

What we do not claim

We do not prove model truth or complete logs
UNSIGNED is not a legality or safety score
We are not resurrecting fuses from UI — CHARGE webhook only on Velaru
Gate is the meter + identity layer; Velaru is the proof engine
