bind-only already Bound the policy

Guidewire Cloud API. No pre-bind hook. If you only wrap bind-and-issue, they call bind-only and the contract exists. Status Bound. Documents later. The world is spent.

The three Cloud API spends

POST /job/v1/jobs/{jobId}/bind-only
POST /job/v1/jobs/{jobId}/bind-and-issue
POST /policy/v1/policies/{policyId}/issue

DEAD hop → raise a UW issue whose blocking point is Binding (blocksBind). UWManagerReviewBlocksQuoteRelease blocks quote, not bind. Open issue → bind returns 422. Approve is not CHARGE.

Doors Cloud API cannot see

Worker wraps bind-only. Console Bind and midnight renewal never hit that origin. Paste these into Studio or you are still philosophizing.
